TITLE PROJECT LEADER
JOB PURPOSE
To manage the Canal Communities Regional Youth Service/Bluebell Youth
Project in an inclusive and equality-based way.
RESPONSIBLE TO
Board of Directors
KEY FUNCTIONS
* Overseeing the effective operation of the Canal Communities
Regional Youth Service and ensuring the development and implementation
of CCRYS strategic, operational and management plans to meet the needs
of young people in the Canal Communities and in particular Bluebell,

* Ensuring best practice with young people through the development
of appropriate and systematic responses, which are based on the
identified needs and development opportunities for young people in the
community.
* Responsibility for the day to day operational management of the
project and the development of the service in partnership with the
Board of Directors and staff team.
AREAS OF WORK:
_STAFF MANAGEMENT_
The Project Leader is responsible for creating and promoting a
positive working culture that embraces a social change ethos through:
* Managing and supporting staff in an organisation which works from a
youth and community work ethos
* Developing and implementing staff policies as determined by the
Board of Directors
* Providing individual support and supervision to staff to ensure
the effective planning, delivery, recording and evaluation of quality
programmes
* Identifying the developmental needs of the team both collectively
and individually and recommending any training needs identified for
consideration by the Board.
* Overseeing the work of part time and sessional workers.
* Convening regular team meetings for information sharing, planning,
review and evaluation.
* Ensuring that employees keep up to date records on programmes.
* Dealing with issues of discipline/work related performance in the
staff team in conjunction with the board
_PROJECT MANAGEMENT_
Co-ordinate the planning, development, promotion, monitoring and
evaluation of quality youth service development through the following
mechanisms:
* Documenting and recording the work of the service for internal
organisational learning and for internal and external reporting
purposes.
* Implementing and monitoring the effectiveness of management
policies.
* Ensuring the completion, processing, monitoring and return of
CDYSB, CCLDATF and other funders reports and documentation
* Developing, implementing and monitoring health and safety
procedures, in consultation with the Board of Directors.
* Ensuring that the Board of Directors are aware of any issues that
arise in relation to the operation of the project in particular issues
in relation to child protection, health and safety and personnel.
* Managing the youth service?s premises, maintenance, insurance
etc.
_FINANCIAL MANAGEMENT:_
* The Project Leader is responsible for the financial management of
the project in conjunction with the Board of Directors i.e. preparing
budgets, overseeing and monitoring expenditure, presenting financial
reports to Board, implementing the CDYSB and LDATF financial systems
and working with the Board and auditor on the preparation of audited
accounts.
* Working closely with the Administrator on the operational
financial management as per the Financial Policy
_EXTERNAL RELATIONS AND REPRESENTATION_
As agreed with the Board and in pursuit of the strategic goals of
CCRYS/BYP:
* Representing CCRYS/BYP on appropriate external agencies and
organisations for example Youth Work Ireland, LDATF or local community
organisations.
* Work with personnel in other statutory, community and voluntary
organisations/agencies as appropriate.
_OTHER DUTIES_
* Carry out the work in a professional manner in accordance with the
policies of CCRYS
* Undertake additional duties as may be required from time to time,
as assigned by the Board
* Engage in direct work with young people as required
* Fulfil role of ?Mandated Person? in accordance with the

REPORTING
The Project Leader will report to the Board of Directors on the
development and implementation of strategic and operational plans.
This will take the form of both verbal and written reports at 6 weekly
meetings of the Board of Directors. The Project Leader will also
report to and work with the Chairperson of the Board.
FLEXIBILITY
The nature of the post requires flexibility related to the operational
hours of the service and attendance at meetings, groups and training.
This will involve scheduled evening, weekend and residential work.

PERSON SPECIFICATION

QUALIFICATIONS
_ESSENTIAL QUALIFICATION_
* An * NSETS recognised professionally endorsed qualification in
Youth Work or Youth and Community Work is essential plus 5 years full
time experience of working with young people at risk in a youth work
setting in a paid capacity
Or
* Have worked with young people for five years full time and have
experience of working with young people at risk in a youth work
setting in a paid capacity and have an equivalent professional Degree
level qualification within the Education/Social Sciences /Youth Work
or Community Work field.
